How pebbles are usually classified
Decorative pebbles, gravel and shingle in their natural or crushed state most commonly fall under Chapter 25 of the Harmonised System, with heading 2517 covering pebbles, gravel, shingle and broken stone. Marble and granite in crushed or chip form are also frequently classified in Chapter 25 depending on processing, while worked or shaped stone articles — cut paving, mosaic tiles on mesh backing — move to Chapter 68, typically heading 6802.
The distinction that matters is processing. Washing, screening and tumbling generally keep material in Chapter 25; cutting, shaping or mounting on a backing generally moves it to Chapter 68, and the duty rate can differ. Because the first six digits are international and the remaining digits are national, your broker confirms the full code for your country.
The standard document set
Every container ships with a commercial invoice, packing list, bill of lading and certificate of origin as a minimum. Where pallets or wooden dunnage are used, the wood is heat-treated and marked to ISPM-15. Additional documents are prepared where your market or your broker requires them.
Preferential origin and duty
Some destinations offer reduced duty on Indian-origin goods under preference schemes, and where an applicable certificate exists we will prepare it. We will not assert that your market qualifies — that is a question for your broker, and schemes change. Ask before the shipment is booked, because a preference certificate is far easier to issue at export than to obtain retroactively.
Avoiding clearance delays
The most common causes of a hold are a description on the invoice that does not match the classification claimed, a packing list whose weights disagree with the bill of lading, and missing ISPM-15 marking on pallets. All three are avoidable, and all three are checked before documents are issued.
